Born in city of São Paulo, state of São Paulo, in 1949, graduated from the Faculty of Law of the Universidade de São Paulo and a holds a postgraduate degree in Criminal-Economic and International Law. Lawyer practicing before the Brazilian Antitrust Authority (CADE) since 1973. He is author of the books Poder Econômico: Exercício e Abuso – Direito Antitruste Brasileiro, Introdução ao Direito de Concorrência, Lei da Concorrência Conforme Interpretada pelo CADE, Direito da Concorrência Case Law, Jurisprudência do CADE 2000-2001, Jurisprudência do CADE 1962-2003 and Ensaios Reunidos, and is co-author of the “Competition Law in Brazil” monograph by Wolters Kluwer and several articles, notably on Corporate, International and Commercial Law, with emphasis on Antitrust Law. Lecturer at various International and National Seminars on Antitrust Law and a member of the Commission appointed by the Brazilian Antitrust Authority (CADE) for the draft of the Brazilian Antitrust Law. Member of the Board of the Brazilian Institute of Studies on Competition, Consumption and International Trade (IBRAC), Commission on Competition and International Trade Law of the São Paulo Lawyers Institute (IASP), International Bar Association (IBA), the Brazilian Bar Association’s Competition Defense Commission – Federal Council, Pro-Competence Forum (Argentina) and honorary member of CLUBLC (Latin American Competition Club). Received the 2012 CLUBLC award as a pioneer of antitrust law in the Latin American continent. Received the award of “The most admired in legal professionals in the infrastructure and regulatory categories” awarded by Análise Editorial – Advocacia 500.
